My Fight Against Rajuk's Corruption

My name is Abul Khasam Md. Shaifullah. I am an Expatriate Bangladeshi and I have been residing in the USA since 1993. I went to the US to pursue higher education. I have completed BS (Physics) MS (Mathematics) and Ph.D. (ABD, Computational Science) from the University Of South Dakota. I am currently involved in the Neural network research.
My father, Mohammed Rahmatullah, was a freedom fighter and a founding member of the Bangladesh Air Force. During his lifetime he repeatedly applied for a Rajuk Plot but was never selected, nor was any member of my family. In 2002, at my father's insistence, I applied for the Purbachal Plot in the Expatriate category and was chosen to receive a plot. If he was alive today to see the current state of affairs, I know my father would be extremely disappointed.
I have made all of my payments in a timely fashion and have done everything Rajuk has asked me to do. Please see the payment summary here. In December 2013 I applied to take possession of the plot after having fulfilled all of the necessary payments and providing the required documentation. But for the last 7 years Rajuk’s employees have refused to process the necessary paperwork without a significant bribe. This past September Rajuk suddenly cancelled my allotment without informing me and re-allocated it to another person. I have chronicled all of the events and related documents here:

I am hoping that by bringing this issue to the public's attention, my unfortunate experience will gain awareness and perhaps shed some light on Rajuk's corruption. Maybe then I will finally be able to resolve this issue.
